New geopolitical realities are forcing Europe to rethink the relationship between security, competitiveness, and economic policy. Questions that until recently belonged to trade or industrial policy are now central to Europe’s security debate.
How can European countries—both inside and outside the EU—work together to make Europe safer, more resilient, and less vulnerable in a turbulent global economy?

This panel debate brings together Portugal and Norway, two countries with different institutional relationships to the EU but shared strategic interests. Portugal participates fully as an EU member state, while Norway is closely integrated through the EEA Agreement, yet remains outside the Union’s decision-making structures.
This contrast provides a unique lens for discussing some of the most urgent questions facing Europe today:
- How do new EU initiatives on economic security and competitiveness affect countries inside and outside the Union?
- What opportunities and constraints follow from different forms of EU affiliation?
- And what can countries like Portugal and Norway actually do to strengthen Europe’s resilience in practice?
By bringing together policymakers and researchers, the panel will explore how cooperation across institutional boundaries can contribute to addressing Europe’s most pressing challenges in a new era of economic security.
