An international panel of experts' discussion and film presentation with Dr. Andreas Østhagen (The Arctic Institute, Norway), journalist Philip Obaji (Nigeria), analyst Kaspars Ģērmanis (Center for Geopolitical Studies, Latvia), expert Uldis Elksnītis (European Commission), and moderator Marianne Riddervold (NUPI) will discuss Russia’s hybrid warfare strategies, sharing the lessons-learned and experience from Europe to Africa. The discussion will particularly focus on the implications of Russia’s soft power and hybrid warfare for European security, the role and importance of the Arctic in this context, as well as a possible response to Russia’s malign influence attempts. The event will also feature a documentary, "A life we did not choose" (Latvia, 2025), that will be screened after the discussion.
The event is organized by the Embassy of Latvia to Norway in the margins of the outreach activities of Latvia as the non-permanent member of the UN Security Council (2026-2027), in cooperation with producer Julia Kabicina-Cabiere (Latvia), the European Commission, the Norwegian Institute of International Affairs (NUPI), and the Norwegian Parliament (Storting).
